Since 1 October 2026, Meta charges businesses for WhatsApp replies that used to be free. If your business talks to customers on WhatsApp through the WhatsApp Business Platform (the API), whether directly or through a platform such as Rasayel, this is the most important pricing change since Meta moved to per-message billing in 2025. Here is what changed, what it costs in South Africa, and how to keep your bill under control.

Who is affected

The change applies only to businesses using the WhatsApp Business Platform (the API), usually through a provider or a CRM integration. If you reply to customers by hand from the free WhatsApp Business app on a phone, nothing changes for you.

What changed on 1 October 2026

  • Service replies are now charged. Free-form replies you send within 24 hours of a customer’s message used to be free. They are now charged per delivered message, after a free allowance of 1,000 service messages per business phone number per month. The allowance resets every month and unused messages don’t carry over.
  • Utility templates inside the 24-hour window are now charged. Order updates, delivery notices and similar template messages sent while a customer service window is open no longer ride free.
  • The South African utility and authentication rate went up, from US$0.0076 to US$0.0095 per message (about 25% more).
  • Marketing messages are unchanged at US$0.0379 per message.

Two things are still free: messages your customers send to you, and conversations that start from a Click-to-WhatsApp ad or a Facebook Page call-to-action button, for as long as Meta’s free entry window lasts.

What it costs in South Africa

Meta bills in US dollars, based on the country of the person receiving the message. These are Meta’s list rates for South African numbers from 1 October 2026:

Message typeWhat it’s used forRate per delivered message
MarketingPromotions, offers, newsletters, re-engagementUS$0.0379
UtilityOrder and delivery updates, account alerts, remindersUS$0.0095
AuthenticationOne-time passwords and login codesUS$0.0095
ServiceFree-form replies within 24 hours of a customer’s messageFirst 1,000 per number per month free, then US$0.0095

At an exchange rate of around R16 to the dollar, that works out to roughly 15 cents per utility, authentication or service message and about 61 cents per marketing message. Your provider may add its own platform fee, and VAT may apply. Rates do change, so always check Meta’s official rate card before budgeting.

A quick example

Say your support team sends 3,000 replies a month from one WhatsApp number and you send 2,000 order updates while customers are chatting to you. Before October, all of that was free. Now the first 1,000 replies are free, and the other 2,000 replies plus the 2,000 order updates are charged: 4,000 × US$0.0095 = US$38, or roughly R610 a month. It’s not a fortune, but it grows with volume, and many businesses didn’t budget for it.

How to keep your WhatsApp bill under control

  • Resolve conversations in fewer messages. One complete answer costs less than three short ones. Quick replies and saved answers help your team get it right the first time.
  • Combine notifications. Send one order update with all the details instead of several small ones.
  • Spread volume sensibly across numbers. The 1,000 free service messages apply per phone number, so a separate number for a genuinely separate team or brand gets its own allowance.
  • Use Click-to-WhatsApp ads for new conversations. Chats that start from these ads still get Meta’s free entry window.
  • Keep marketing targeted. At four times the price of a utility message, a broadcast to your whole list is the most expensive thing you can send. Segment it and send it only to opted-in contacts who want it.
  • Watch the numbers monthly. Your provider’s dashboard should show message counts by category. Check them for the first few months so there are no surprises.

Where Rasayel fits in

Rasayel is the WhatsApp business messaging platform we partner with. It gives sales and support teams a shared WhatsApp inbox, automation and CRM integration. Meta’s message fees are paid directly to Meta, not through Rasayel. As a Rasayel partner, we help South African businesses set it up, connect it to their CRM and other systems, and design message flows that keep costs sensible.
